Elizabeth Edsall Kromm, vice president of population health and advancement for Howard County General Hospital, received a 2017 Leading Women award from The Daily Record. The award recognizes 50 women age 40 or younger for their professional experience, community involvement and commitment to inspiring change.

In her position, Kromm leads population health activities and strategic planning efforts in support of hospital priorities and sets the strategic direction for development and community engagement. She also helps position the institution to meet the new challenges of a dynamic health care delivery system and serves as president of the Howard Hospital Foundation.

Since joining the hospital in 2015, she has secured more than $2.5 million in external grant funding to support the hospital’s population health interventions and launched pilot programs. Initiatives include building a continuum of care to meet the health and social needs of residents with multiple chronic conditions, rapid access programs for behavioral health services, a faith health initiative, expanding offerings of evidence-based classes and programming to help people take charge of their health, and developing a school-based telemedicine program in local elementary schools.

Prior to joining Howard County General Hospital, Kromm was the policy director for Howard County government. She was instrumental in health initiatives benefiting Howard County residents, including the Healthy Howard Health Plan, StandUpHoCo to prevent bullying and Roving Radish to increase the availability of healthy and affordable food throughout the county.

Previously, Kromm was a senior officer with The Pew Charitable Trusts in Washington, D.C., and served with the Howard County Health Department as a senior advisor and director of the Bureau of Healthy Community Development. She has also held positions with the American Cancer Society and the Johns Hopkins Bloomberg School of Public Health.

Kromm earned a doctorate in health policy and management from the Johns Hopkins Bloomberg School of Public Health, where she also serves as an adjunct assistant professor in the Department of Health, Behavior and Society. She holds a master’s degree in international health policy from the London School of Economics and Political Science and a bachelor’s degree in the history and sociology of science from the University of Pennsylvania. She is a 2017 premier graduate of Leadership Howard County.
