Miles & Stockbridge continues its strategic expansion in Washington, D.C., with the addition of C. Peter “Pete” Dungan, a deeply experienced government contracts lawyer, litigator and counselor with two decades of national security and procurement law experience. Dungan joins from Hogan Lovells as a principal in Miles & Stockbridge’s growing Government Contracts practice.

Having led or been involved in more than 80 bid protests during his legal career, Dungan will continue to focus his practice on bid protests, along with contract claims against federal agencies and state, local, and educational entities, and complex mergers and acquisitions in the government services industry.

An Army veteran, Dungan currently serves as a Lieutenant Colonel in the U.S. Army Reserves, assigned as deputy chair and adjunct professor in the Contract and Fiscal Law Department of the U.S. Army Judge Advocate General’s School in Charlottesville, Virginia. He also is co-chair of the American Bar Association’s Public Contract Law Section Bid Protest Committee, as well as vice-chair of its Contract Claims and Disputes Resolution Committee. 

Dungan is a graduate of the United States Military Academy at West Point, and earned his J.D. from the University of California, Los Angeles, School of Law. He also holds a master of laws from the U.S. Army Judge Advocate General’s School.

Nordlinger, who represents government contractors and others in all phases of their business life cycle—from start-up to sale of the company; and William R. “Billy” Martin, one of the country’s top trial lawyers and a former senior federal prosecutor.
