The Institutional Limited Partners Association (ILPA) today announced that Chris Hayes will join its team, serving as Director, Industry Affairs out of the Washington, DC office. He will report to Jennifer Choi, Managing Director, Industry Affairs.

Prior to joining the ILPA, Chris served as General Counsel of the Small Business Investor Alliance (SBIA), a trade association representing middle market private equity funds and investors. In addition to acting as the chief legal officer of the association, he also served as a regulatory and policy expert and was one of SBIA’s principal liaisons with Congress and federal agencies, including the U.S. Small Business Administration (SBA), U.S. Securities & Exchange Commission (SEC), and federal banking regulators. Prior to SBIA, Chris worked as a securities regulatory counsel at a trade association representing broker-dealers and investment advisers, served as a capital markets regulator at the Financial Industry Regulatory Authority (FINRA), and worked in private practice at a civil litigation firm in Los Angeles.

“We are thrilled to welcome Chris Hayes to the ILPA team and expect his expertise in the regulatory and policy process to be put to work immediately both here in the US and globally,” said Peter Freire, Chief Executive Officer of the ILPA. “The ILPA is committed to advocate for LPs to ensure that their important role in the ecosystem is understood and their interests are prioritized. Chris is poised to make a significant contribution in this regard.”

During law school, Chris worked in the Enforcement Division of the SEC and was on staff of the Banking Committee in the United States Senate during the writing of the Dodd-Frank financial reform legislation. Chris is also expected to play a role in the ILPA’s standards setting and principles work, having previous experience at the SBIA shepherding the association’s response to the SBA’s proposed model Limited Partnership Agreement.

Chris received his law degree from the School of Law at the University of San Diego and his undergraduate degree from the University of Massachusetts, Amherst. He is admitted to practice law in California and the District of Columbia.
