Andrew D. Irwin Joins Jenner & Block as Partner

Jenner & Block is pleased to announce that government contracts and international regulatory compliance lawyer Andrew D. Irwin has joined the firm as a partner in its Washington, DC office. With more than 20 years of experience, Mr. Irwin focuses his practice at the intersection of government procurement and international regulatory law, concentrating primarily on corporate investigations and compliance counseling. Mr. Irwin's unique background includes experience on export controls, economic sanctions and the Foreign Corrupt Practices Act (FCPA). He will be a member of both the Government Contracts and the Government Controversies and Public Policy Litigation practices.

"Andy is a strategic fit who will provide valuable, integrated advice to clients," said Managing Partner Terrence J. Truax. "With his strong background in both government contracts and global trade compliance, his addition further strengthens our brand in these areas on the international stage."

Mr. Irwin has a wide-ranging export control practice. He has handled investigations and voluntary disclosures for companies in a range of industries, including aerospace/defense and high-tech. Much of his work has involved the International Traffic in Arms Regulations (ITAR), but he has also managed substantial Export Administration Regulations (EAR) enforcement matters. In addition, he has counseled clients regarding all major economic sanctions regimes administered by the Office of Foreign Assets Control (OFAC) and has advised clients on Committee on Foreign Investment in the United States (CFIUS) issues.

Thomas J. Perrelli, chair of the Government Controversies and Public Policy Litigation Practice, said that Mr. Irwin adds depth to the practice: "Andy has considerable experience with the FCPA, having led many mid-sized internal investigations, audits and reviews for companies in a range of industries. He has conducted investigations in, or assessed issues related, several dozen countries, with particular experience in the Middle East. And, his ability to handle overlapping cybersecurity, CFIUS and corporate ethics issues will be a benefit to clients."

Mr. Irwin also has handled significant False Claims Act and ethics/compliance matters, including those with related international regulatory concerns. While in-house early in his career, he supervised major protests and handled issues relating to work with the Department of Defense, Department of Energy and the United States Agency for International Development.

Mr. Irwin joins the firm from Steptoe & Johnson LLP, where he was a partner. During the course of his career, Mr. Irwin also served as an in-house counsel at Bechtel where he handled government contracting, international regulatory compliance and corporate ethics issues. He joins a growing list of Jenner & Block partners with in-house counsel experience. His ABA leadership includes serving as a council member for the Section of Public Contract Law.

Mr. Irwin received his J.D., with honors, from the George Washington University School of Law in 1996. He received his A.B., magna cum laude, from Princeton University in 1993.
