Rob Hawkins

Rob Hawkins has joined Nelson Mullins Riley & Scarborough LLP as of counsel in its Washington, DC office, where he is a member of the Firm’s District of Columbia Government Relations Practice. He helps clients navigate Washington’s legal and policy arenas and provides counsel to clients on community and public relations matters.

Mr. Hawkins most recently served as Deputy Chief of Staff and Special Counsel to Washington, DC Mayor Muriel Bowser. Previously, he served as the mayor’s communications director and deputy general counsel. He also directed the legislative and communications work of four legislative committees chaired by then-Councilmember Bowser. 

As director of the Committee on Economic Development, Mr. Hawkins oversaw the portfolios of the Office of the Deputy Mayor for Planning and Economic Development and its billion-dollar project pipeline, the Washington Area Metropolitan Transit Agency, and the creation of the Office of Public-Private Partnerships. As director of the Committee on Government Operations, he played a key role in helping the mayor craft landmark, comprehensive ethics reform legislation.

He serves as vice chair of the Mayor’s Working Group on Jobs, Wages, and Benefits and served as the Ward 4 Councilmember’s designee on the Walter Reed Community Advisory Committee.

Mr. Hawkins earned a bachelor’s degree in political science from Virginia Tech and a Juris Doctor from the University of Pittsburgh School of Law.
